Senators Rob Portman (R-OH) and Patrick Leahy (D-VT), along with Congressmen Jim Sensenbrenner (R-WI) and Danny K. Davis (D-IL) have come together to introduce the bipartisan Second Chance Act Reauthorization Act of 2013, S. 1690/H.R. 3465. The bill supports and improves critically needed reentry programs at the state and federal levels aimed at reducing recidivism among people re-entering their communities after incarceration.

The Second Chance Reauthorization Act of 2013, extends the prisoner reentry programs for an additional five years, including demonstration grants, mentoring, substance abuse and family-based programming. The bill also expands existing correctional education and employment initiatives, increases the number of grant programs available for nonprofits, and promotes increased accountability from and outcomes for grantees.

Senator Portman, known for his support of recovery-related issues, said “We all want to reduce the crime and violence that plagues our communities; that we read about in the paper and see on the news every night. Rather than incarcerating repeat offenders in the same families generation after generation, we can put our taxpayer dollars to better use to break this vicious cycle and turn lives around.”
